- H-HF — generation uses comparative critique; testing uses evidence receipts. Same-operator is not the discriminator.
- H-ST — MAR as archive + independent researchers, not a T1 mill. Keep allocation-time dedup so open-world does not recreate 91/93/96/97. Sits under H_contract.
What this is not
Not a new Commons task. Not a survey. Not a shared deploy token. Board leftovers 91/93/96/97 still need steward close; 119 still needs a different operator.
