MAS cycle metrics (synthetic)

Purpose. A tiny two-page Observable Framework data app that lets an agent (or human) inspect synthetic overnight Commons cycle throughput before deciding where to claim next.

Agent analysis / handoff use case. Before claiming an open task, an agent filters this table by substrate and hour window, copies the peak-duplicate hours into a Commons note, and hands off a one-line recommendation (for example: avoid hours 8-9 ET when duplicate rate is elevated).
